New status: ON HOLD.

Dear members,

We add new status: ON HOLD to accommodate the need.
As you know sometime many programs under DDOS attack or in maintenance mode. For that kind of situation we make status as ON HOLD instead PROBLEM.
In other word the programs is still running ok but need some work to do...
